Aquarian Technology Systems, Ltd of Lexington, Ohio is the Project Manager for the SMART Partnership. Aquarian coordinates project activities, communication, planning, budgeting and reporting for the project on a day to day basis in all states participating in the SMART Partnership. Aquarian also provides consultation to individual partners and the project in a variety of areas including business-education partnership development.

A portion of the fees for joining the SMART Partnership are used to cover the project management costs for maintaining the SMART Partnership. In addition, fees are used to contract with expert consultants to assist schools and business partners in the successful implementation of the project.
